has today launched proposals for tackling the fiscal crisis, which involves cutting public spending, and urged politcians to be "upfront" with people about where the cuts will fall.&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;In a pamphlet launched in collaboration with the independent think tank &lt;i&gt;Reform&lt;/i&gt;, he argues that no areas of spending should be "ring fenced", and that every penny spent by the government should be justified.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;The pamphlet identifies nine specific areas where potential savings could be made, which he argues should be part of a radical system of reform. His proposals include:&lt;/div&gt;&lt;div&gt;&lt;ul&gt;&lt;li&gt;An end to bonuses for the civil service, which would save a £200m a year&lt;/li&gt;&lt;li&gt;A radical review of public sector pensions, which would lead to higher employee contributions&lt;/li&gt;&lt;li&gt;Scrapping many of the government's white elephant IT schemes, including ID cards, the NHS IT scheme, Contactpoint, and a proposed 'super database' which altogether equates to £11.45bn of savings over 10 years&lt;/li&gt;&lt;/ul&gt;&lt;div&gt;Cable's proposed cuts would slash public spending by at least £14bn a year.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Commenting, Vince Cable said, “The time for generalities is over. website, with redactions. The events of the expenses scandal have been so fast-moving that heads must surely be spinning by now, but following further outrage at the blacking out of certain details on the published expenses files, the Telegraph has now lifted the lid again and today started publishing the expenses in all their uncensored glory.&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;We are publishing this on our blog because, well, somebody has to. At the time of writing, you will not find a link to Chris Ruane's expenses on his &lt;a href="http://www.chrisruane.org.uk/"&gt;own website&lt;/a&gt;. In fact, he hasn't published anything on his website. We are currently sifting through his expense files to see if we can spot anything which would require further clarification, and we'll let you know if we find anything.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Thus far, we've managed to uncover that Chris used his expenses to pay for a self-promotional advertising board at Rhyl F.C. in July 2007 (see picture below), and an advert in their season programme. We've even found a picture of the advertising board online &lt;a href="http://www.flickr.com/photos/philstead/3353433992/"&gt;here&lt;/a&gt;. Was he right or wrong to claim for that? The Welsh Liberal Democrat have chosen an excellent lead candidate for the forthcoming elections. Alan Butt Philip is a lecturer in European politics and has previously been a special adviser for both the &lt;st1:country-region&gt;&lt;st1:place&gt;UK&lt;/st1:place&gt;&lt;/st1:country-region&gt; and European Parliaments on such matters as the European Single Market and European Regional Funding. Alan's wealth of knowledge and experience on European matters is without question.&lt;/p&gt;  &lt;p class="MsoNormal"&gt;The European Union should matter to us all. The European Parliament bears its influence on such diverse matters as the environment, the workplace and cross border organized crime. The European Parliament has proven itself over the years to be a progressive legislature that is profoundly concerned with the rights of the ordinary citizen. In short, these elections matter a great deal.&lt;/p&gt;  &lt;p class="MsoNormal"&gt;The endless drip of scandalous revelations relating to MP's expenses has been, to say the least, disappointing. We should clearly expect much better from some of our honourable representatives at &lt;st1:city&gt;&lt;st1:place&gt;Westminster&lt;/st1:place&gt;&lt;/st1:city&gt;. However, resorting to voting for smaller, fringe parties would not be the answer. A number of these fringe parties, I fear, would sow divisiveness and discord in all matters European. Let us not forget the horrid and destructive European wars of recent past. Let us not take for granted the stability and peace the institutions of the European Union have given each and every one of us. These achievements have not come by chance but rather through concerted efforts over many years in working productively together, where appropriate, in order to achieve peace and common sense political and economic co-operation.&lt;/p&gt;  &lt;p class="MsoNormal"&gt;I know that Alan cares deeply for &lt;st1:country-region&gt;&lt;st1:place&gt;Wales&lt;/st1:place&gt;&lt;/st1:country-region&gt; and would fight vigorously for Welsh interests in &lt;st1:city&gt;&lt;st1:place&gt;Brussels&lt;/st1:place&gt;&lt;/st1:city&gt;. The public majority rightly support the Gurkhas' right to live in this country, having fought for it and put their lives at risk alongside our troops.&lt;br /&gt;&lt;br /&gt;Our local MP, Chris Ruane, was unsurprisingly not one of the 27 Labour rebel MPs who voted with their conscience in support of the Lib Dem motion to offer guarantees of residence to the Gurkhas. It's unsurprising because, if you take a look at his voting record (&lt;a href="http://www.theyworkforyou.com/mp/chris_ruane/vale_of_clwyd"&gt;TheyWorkForYou.co.uk&lt;/a&gt;), he has during his time as an MP supported the Government in voting against a transparent Parliament, voted FOR the Iraq war and against an investigation into the justification for war, he supported introducing university top-up fees which has made access to higher education more difficult for people from disadvantaged backgrounds, and he has supported the disastrous, hugely expensive and possibly now abandoned white elephant that is the ID card scheme. It's equally unsurprising, albeit disappointing, that Chris was one of the MPs who &lt;a href="http://news.bbc.co.uk/1/hi/uk_politics/7488639.stm#tories"&gt;voted against expenses reform&lt;/a&gt; last year.&lt;br /&gt;&lt;br /&gt;The question we should all be asking our local MP is, has he represented his electorate's views in Parliament and done the job he was elected to do, or has he simply towed the Labour party line on every major issue of the day? The public are ready for a change now from a Labour Government which has lost its moral authority and economic credibility, and the Vale of Clwyd deserves to be represented by someone who is prepared to take a stand and vote for what is right. We are experiencing officially the worst economic crisis since World War II, with full recovering likely to be more than 10 years away. His government has nearly bankrupt the country's coffers, and ensured that every child of this generation will be in debt to the tax man for decades, with little to show for it.&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Gordon Brown's claim to economic competence is in tatters, and after pledging during his tenure as Chancellor to end boom and bust, he has led us to one of the biggest busts in our country's history. Summer's here and on Sunday mornings when thousands of people visit the car boot sale near Sainsbury's the stores in the adjacent shopping centre benefit greatly from the influx of customers who come for the car boot sale. In the meantime Rhyl Town Centre and its businesses are suffering from a lack of visitors while our Councillors do nothing, even though it has been brought to their attention that similar activities could benefit the town centre.&lt;br /&gt; &lt;br /&gt;The Events Arena is very rarely used and would be an ideal venue for an outdoor market/car boot sale. There is ample parking, both in the underground car park and the unused and unkempt coach park on Crescent Road. It seems bad business not to put them to use. We have great resources here in Rhyl and if they were used properly to regenerate the town and stimulate business the benefits could be enormous. So why aren't they used? It is as if Rhyl is purposely being held back. More to the point DCC could make a huge amount of money from rents and parking charges. At a time when budgets are stretched surely the extra revenue would be useful. We have a wonderful Events Arena and hundreds of empty parking spaces so why not use them?&lt;br /&gt; &lt;br /&gt;Just imagine what a different place Rhyl would be with two big events a week. We came a respectable and very close third out of five candidates, very nearly beating Labour into second. The results are as follows:&lt;div&gt;&lt;/div&gt;&lt;blockquote&gt;&lt;div&gt;Graham Joseph Percival (Conservatives) - 444 votes&lt;/div&gt;&lt;div&gt;Amanda June Wiggan (Labour) - 138 votes&lt;/div&gt;&lt;div&gt;Paul Penlington - (Liberal Democrats) - 127 votes&lt;/div&gt;&lt;div&gt;Alan Warrington (Independent) - 38 votes&lt;/div&gt;&lt;div&gt;Gary Alexander Bourne (Independent) - 24 votes&lt;/div&gt;&lt;/blockquote&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;It was certainly a very impressive victory for the Tories, who were out in numbers on the night. Labour, however, were not even present at the count, a very poor show indeed. Their lack of effort has clearly been reflected in their result, which has seen their vote collapse in the face of a landslide win for the Tories, and a strong result from ourselves.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;We were clearly disappointed with the result, but not disheartened. We will continue to be a prominent voice for the people of Rhyl and Prestatyn, and will build on the support we have already built up on the ground to carry us to a electoral victory in the near future.&lt;/div&gt;&lt;br /&gt;&lt;span class="Apple-style-span" style="font-weight: bold;"&gt;Update (23rd April 2009): &lt;/span&gt;I stand corrected on the results. He received a large number of votes, more than all the other candidates received put together. The residents of &lt;st1:place&gt;Central Prestatyn&lt;/st1:place&gt;, those that took part in the democratic process, made a clear choice of elected representative. As a believer in democracy I feel we must now support the newly elected councillor and allow him time to make his mark in Prestatyn's Conservative led town council. Considering the number of negative letters received by the local press about our council, it is somewhat surprising that Graham won with such a large majority. However, as people had their chance to vote for a new representive we must go with their choice. Mr Percival, as far as I know, is an honest and upright individual so I hope he can help make changes the council urgently needs. Everything started off well, the &lt;/span&gt;&lt;st1:place&gt;&lt;st1:placename&gt;&lt;span class="Apple-style-span" style="font-weight: normal; "&gt;Drift&lt;/span&gt;&lt;/st1:placename&gt;&lt;span class="Apple-style-span" style="font-weight: normal; "&gt;  &lt;/span&gt;&lt;st1:placetype&gt;&lt;span class="Apple-style-span" style="font-weight: normal; "&gt;Park&lt;/span&gt;&lt;/st1:placetype&gt;&lt;/st1:place&gt;&lt;span class="Apple-style-span" style="font-weight: normal; "&gt; is looking better, some of the derelict buildings along West Parade have been demolished and most of the streets are looking cleaner.  But now the work seems to have come to a halt.  What's going on?&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal"&gt;&lt;span class="Apple-style-span" style="font-weight: normal;"&gt; It will soon be summer and with the better weather it is to be hoped that visitors to the town will start arriving in numbers.  Unfortunately what will greet them at the entrances to our town is likely to make them turn around and leave again.&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal"&gt;&lt;span class="Apple-style-span" style="font-weight: normal;"&gt;Approaching from the Splash Point end going onto the seafront you are met by the burnt out shell of the Grange Hotel which continues to be a eyesore many months after the fire that destroyed it.  Coming from the other direction, over the &lt;/span&gt;&lt;st1:place&gt;&lt;st1:placename&gt;&lt;span class="Apple-style-span" style="font-weight: normal;"&gt;Blue&lt;/span&gt;&lt;/st1:placename&gt;&lt;span class="Apple-style-span" style="font-weight: normal;"&gt;  &lt;/span&gt;&lt;st1:placetype&gt;&lt;span class="Apple-style-span" style="font-weight: normal;"&gt;Bridge&lt;/span&gt;&lt;/st1:placetype&gt;&lt;/st1:place&gt;&lt;span class="Apple-style-span" style="font-weight: normal;"&gt;, is no better. What was once a perfectly good house, albeit surrounded by a car park, is also now a burnt out shell after it was compulsorily purchased and left empty to attract the vandals!&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal"&gt;&lt;span class="Apple-style-span" style="font-weight: normal;"&gt;Surely our town and county councillors could have made more of an effort to prevent this wanton destruction of our town.  Both these fires could have been prevented if a bit of common sense had been used.  It was known that people were sleeping rough in the Grange Hotel but no effort was made to make it more secure and protect the building.&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal"&gt;&lt;span class="Apple-style-span" style="font-weight: normal;"&gt;Similarly the Council buying up property and leaving it empty for long periods is simply inviting trouble.  How long do we have to wait for the renovations we have been promised? With a bit of organisation it's still possible to demolish these eyesores and get our town looking that bit better before the summer. I believe in letting local people decide as much for themselves as possible and that our community needs to be at the heart of the council’s decision making.&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span" style="border-collapse: collapse;  "&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span" style="border-collapse: collapse;  "&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;I am a well known long term resident of the ward who’s worked for the good of the community for many years not to see recognition for my efforts but because I believe in putting something into our community for the benefit of us all.&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span" style="border-collapse: collapse;  "&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span" style="border-collapse: collapse;  "&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;My wife and I are active members of a number of community groups. I’ve volunteered with several environmental groups for many years throughout Denbighshire and I have helped create the community woodland at the heart of Prestatyn Central. I’m an active charity fundraiser currently in training for the Welsh 3’000’s challenge (walking the fourteen peaks of Snowdonia in 24 hours) to raise money for Ty Gobaith children’s hospice.&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span" style="border-collapse: collapse;  "&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span" style="border-collapse: collapse;  "&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;I work professionally with young people; I am currently a lecturer at a local college, previously I worked with a national children’s charity. Many of the young people and their families in our ward know me and will vouch for my commitment and contribution to their future.&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span" style="border-collapse: collapse;  "&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span" style="border-collapse: collapse;  "&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;I am a family man whose children attend the local welsh language schools.&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span" style="border-collapse: collapse;  "&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span" style="border-collapse: collapse;  "&gt;&lt;span class="Apple-style-span"  style="font-size:medium;"&gt;Unfortunately, as you are only too well aware, our community is being repeatedly let down by the current Conservative led group. It is high time for a new voice on our council, one that listens and responds to your thoughts. So, if you want a councillor who will truly be your representative please vote for me on April 9th. Their response is as follows:&lt;div&gt;&lt;/div&gt;&lt;span&gt;&lt;span&gt;&lt;br /&gt;&lt;/span&gt;&lt;/span&gt;&lt;blockquote&gt;&lt;span&gt;&lt;span&gt;Dear Mr. Wood,&lt;br /&gt;&lt;br /&gt;Thank you for your request for information received 13 March 2009 regarding the resignation of Denbighshire County Council's Chief Executive, Ian Miller, last year.&lt;br /&gt;&lt;br /&gt;The process of searching for the information you required is now complete I can now advise you as follows:&lt;br /&gt;&lt;br /&gt;Q1. The size of the pay-off Ian Miller was given after his departure.&lt;br /&gt;&lt;br /&gt;A1. Other than the information that has already been put in the public domain, in the Council’s news release of 3rd November 2008 (www.denbighshire.gov.uk/en-gb/DNAP-7L2NFC) and the estimated vacancy cost (see attached report to Council of 25th November 2008, Agenda Item 8 ) all of the information sought is personal information relating to Ian Miller.&lt;br /&gt;&lt;br /&gt;One of the matters in respect of which the Freedom of Information Act provides an exemption from disclosure is for personal information as set out in Section 40 of the Act. In considering whether Section 40 is applicable I have had regard to the Information Commissioner’s latest guidance on the exemption of personal information (see ICO Guidance regarding personal information exemptions attached ). My conclusion is that the information sought should not be provided by virtue of the exemption at Section 40(2) of the Act and I set out my reasoning for my conclusion below.&lt;br /&gt;&lt;br /&gt;Having accepted that the information sought is indeed “personal data” I have approached the matter as suggested in the Information Commissioner’s guidance. I have therefore considered whether the disclosure would breach one of the data protection principles. Particularly pertinent to this request is the first principle requiring the personal data to be processed fairly and lawfully and in particular not processed unless at least one of the conditions in Schedule 2 is met in particular here Schedule 2, Condition 6.&lt;br /&gt;&lt;br /&gt;For completeness I set out this condition:&lt;br /&gt;&lt;br /&gt;‘The processing is necessary for the purposes of legitimate interests pursued by the data controller or by the third party or parties to whom the data are disclosed, except where the processing is unwarranted in any particular case by reason of prejudice to the rights and freedoms or legitimate interests of the data subject’.&lt;br /&gt;&lt;br /&gt;In his guidance the Information Commissioner draws attention to the three part test and in effect the identification of the line between what is public interest and what is public curiosity. The guidance sets out relevant considerations and how one balances the potentially conflicting factors. My view is that the public interest has properly been addressed by the issuing of the news release which includes statements from Ian Miller, the Leader and the Chairman of the Council and in particular Ian Miller sets out his decision. Having reached that conclusion it seems to me not to be necessary to address the general consideration of fairness and lawfulness.&lt;br /&gt;&lt;br /&gt;The Authority has also taken into consideration previous decisions of the Information Commissioners, Denbighshire County Council dated 27th July 2006 (FS50065294), the City and County of Swansea dated 2nd October 2006 (FS 50071454) and The Architects Registration Board dated 12th February 2007 (FS 50075602).&lt;br /&gt;&lt;br /&gt;Q2. Define the difference between Public Interest and Public Curiosity.&lt;br /&gt;&lt;br /&gt;A2. The statement regrading Public Interest and Public Curiosity is actually a quotation from the ICO's Guidance on dealing with requests involving personal information (see attached ICO Guidance, page 6),&lt;br /&gt;&lt;br /&gt;"Firstly, you should identify any legitimate public interest in disclosure. There must be genuine public interest at stake, not mere public curiosity. There is always some public interest in the principle of freedom of information and this will be one relevant factor to consider, but you should also consider the particular circumstances of the case".&lt;br /&gt;&lt;br /&gt;which was referenced in a media request very similar to yours and it was this reference that was cited as a spokespersons comment.&lt;br /&gt;&lt;br /&gt;If I can be of any further assistance please do not hesitate to contact me.&lt;br /&gt;&lt;br /&gt;If you have any concerns about the manner in which the Council has dealt with your request for information please do not hesitate to contact me. They even turned down a Freedom of Information Act request to release the information. Well, enough's enough. Not ever one to leave a stone unturned, or shy away from a challenge, I am bringing this issue to the fore again.&lt;/p&gt;&lt;p class="MsoNormal"&gt; As Liberal Democrats, we got involved in politics to help work towards a fairer and more transparent kind of politics in &lt;st1:country-region&gt;&lt;st1:place&gt;Britain&lt;/st1:place&gt;&lt;/st1:country-region&gt;, for all people. It is simply unacceptable for publicly-elected, taxpayer-funded organisations to reward failure with generous golden goodbyes. It is in the public's interest to know exactly how our taxpayer money is spent. I doubt you would find many people who'd disagree, and therefore it must surely be deemed to be in the 'public interest'.&lt;/p&gt;&lt;p class="MsoNormal"&gt; As such, I am writing another Freedom of Information request to Denbighshire CC, asking for the release of aforementioned information. And I'll keep asking for it and using every possible resource, including the Information Commissioner, until we find out.&lt;/p&gt;&lt;p class="MsoNormal"&gt; Read below the letter I have sent to Denbighshire CC. The Freedom of Information Act 2000 was introduced to allow the public to gain access to information which is deemed to be in the public interest. As a public authority, which is held accountable for its actions by the court of public opinion, it is very much in the public's interest to know exactly where every pound of tax payer's money is being spent and whether it is being spent appropriately.&lt;/blockquote&gt;&lt;blockquote&gt;A transparent and open public body should be exactly that; transparent and open. If the recent case of Sir Fred Goodwin and his handsome pension pay-off proves anything, it is that the public will not tolerate generous rewards for failure and a total lack of transparency in their publicly-funded organisations.&lt;/blockquote&gt;&lt;blockquote&gt;It is not acceptable to diminish the request by saying, as a spokesperson for Denbighshire CC said quite contrarily to the Daily Post, that it was not in the public interest to reveal the information which was being requested “merely out of public curiosity”. Please would you define the difference between public interest and public curiosity? Surely they are one and the same. I feel that it is perfectly reasonable to ask why this councillor, after less than a year since the last local elections, feels inclined to resign her seat on the Town Council but then to remain as &lt;st1:place&gt;&lt;st1:placetype&gt;County&lt;/st1:placetype&gt;  &lt;st1:placename&gt;Councillor&lt;/st1:placename&gt;&lt;/st1:place&gt;. Should we assume that local Conservatives have little regard for local democracy in our Town Halls? The council have made no comments publicly to explain what is going on and have failed to respond to requests made for information. Do they even know what Tesco's plan to do to our community? Frankly, I doubt it.&lt;br /&gt;&lt;/p&gt;&lt;p class="MsoNormal"&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;Combined with the collapse of the Ffrith 'development' and the continued extensive roadworks scheduled to continue into July, our current council have done a thorough job of destroying any hope Prestatyn had of attracting summer visitors to the area for several years ahead. I'm sure we won't get many people coming to look at a Polo on a stick.&lt;/p&gt;&lt;p class="MsoNormal"&gt;Why are they so inefficient? Do they have any interest in the future of Prestatyn? Are they prepared to keep us informed of how they come up with their incompetent decisions?&lt;/p&gt;&lt;p class="MsoNormal"&gt;It would be laughable if these continual failures to plan adequately for our town didn't have such serious implications in the current economic climate. Our council tax is set to rise by 2.9% in the next year, above the average wage increases and above the average council tax rates for most of &lt;st1:country-region&gt;&lt;st1:place&gt;Wales&lt;/st1:place&gt;&lt;/st1:country-region&gt;, can our council explain where our money is going, how it is spent and what their next bizarre scheme will be?&lt;/p&gt;&lt;p class="MsoNormal"&gt;&lt;span class="Apple-style-span" style="font-weight: bold; "&gt;This letter was sent to The Rhyl Journal for publication in the March 4th edition. So much more could be done to make our town centre a thriving heart of the community again. &lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;&lt;span style=" ;font-size:12pt;"&gt;What about a weekly outdoor market and street entertainment in the Events Arena close to the parking facilities available in the underground car park and the unused coach park? For too long Rhyl has been Denbighshire's dumping ground for all kinds of rejects - is this the latest thing to be dumped on us? Do Denbighshire think that linking this with plans for a BMX track and other amenities will make the people of Rhyl think they are getting something of benefit?&lt;/p&gt;  &lt;p class="MsoNormal"&gt;By all means give us the facilities that we desperately need but put your Recycling Centre somewhere else! Imagine the huge increase in traffic in the area which is already suffering dangerously high levels of traffic. Huge trucks using this small road, surrounded as it is by schools and now a proposed leisure facility, is an accident waiting to happen. BMX bikes and the children riding them are not conducive to the huge amount of extra traffic that will be imposed on the area.&lt;/p&gt;  &lt;p class="MsoNormal"&gt;Whilst recycling is an environmentally friendly option this does not override the damage which will occur to the existing environment. The Llandyrnog Tractor Run and Historical Village Walk will be held on the 26th August in aid of two good causes St Kentigerns Hospice and the Welsh Air Ambulance.&lt;br /&gt;&lt;br /&gt;Local politician and organiser Mark Young said “The Welsh Air Ambulance has been included alongside St Kentigerns due to their dramatic rescue in January this year of David Murfitt who fell from his horse whilst attempting a jump near the White House in Llandyrnog.” Mr Murfitt sustained multiple injuries, breaking both legs in the accident. He needed 4 operations and the skills of one of North Wales’s best trauma surgeons to get him back on his feet.&lt;br /&gt;&lt;br /&gt;Entry for the Tractor run is just £10 and takes in breathtaking views from the Vale of Clwyd mountain range. Vintage, Classic and Modern Tractors of any type are all welcome. The best turned out tractor, best working tractor and a special “Supreme Champion Tractor” will all receive a prize. The meet will be on the Green in Llandyrnog next to the Kinmell Arms pub at 12:00. Tractors will set off for the run at 12:30. For those not driving there is also a guided walk which will take in the local history of the village, lead by local history man Mr Bryn Davies.&lt;br /&gt;&lt;br /&gt;David Murfitt appealed for people to go along and lend their support to both these important charities. Commenting on the Air Ambulance he said “I was shocked to realise that the service relies solely on donations to operate, yet for many people in the Welsh countryside it is critical to getting them the urgent assistance they need. The North Wales police force currently gets less money per person than the South from Home Office funds, leaving it forced to raise funds from other sources such as Council Tax to make up the difference. Members from Ruthin and Denbigh met for their annual dinner in order to raise funds for both the Vale of Clwyd and Clwyd West in the run up to the forthcoming Assembly elections scheduled for May this year.&lt;br /&gt;&lt;br /&gt;The successful Sunday Roast lunch was followed by an entertaining speech by Lord Rogers of Llandudno who spoke of his experiences and views of the House of Lords. This was finished off with questions and answers from the local membership.&lt;br /&gt;&lt;br /&gt;Councilor Mark Young , the prospective Welsh Assembly candidate for the Vale of Clwyd officially thanked Lord Rogers and Mrs Eleanor Burnham AM for attending the dinner. So if you believe that you wish to have a strong voice in the council chamber, maybe you would consider voting for me. Let me tell you a little about what I stand for:&lt;br /&gt;&lt;br /&gt;I believe that our Community Hospital must be kept open, indeed even expanded to increase services to our community.&lt;br /&gt;&lt;br /&gt;I also feel that it is time that issues affecting our local community and our town were addressed. Many of the big issues are directly or indirectly dependent on Denbighshire County Council. Sadly, the voice of the local electorate does not seem to be heeded. As a result decisions (or rather the lack of them!) are holding back the much needed regeneration of our town and I want to put that right.&lt;br /&gt;&lt;br /&gt;The building of the new school is going to generate extra traffic on an already busy roadway, particularly at the crossroad junction, and urgent review of road and traffic management is essential to the safety of our residents and our children.&lt;br /&gt;&lt;br /&gt;Finally, I also believe in fighting for Saving local Post Offices, putting Bobbies back on the Beat, user friendly recycling, and a consistent approach to car parking in the area. “&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;A bit about John Sprotson:&lt;br /&gt;&lt;br /&gt;John is married to wife Mair with two daughters and grandchildren, and has lived within the South-West Ward of Prestatyn for the past 24 years. The celebration was to honour 75 years of Guide dogs for the Blind.&lt;br /&gt;Guide dogs have been aiding mobility in blind and partially blind people for 2,000 years.  It was a day to celebrate and honour the guide dog and the volunteers who make it happen.  &lt;br /&gt;&lt;br /&gt;The modern guide dog story, begins during the first world war, when thousands of soldiers were returning from the front blinded,  often by poison gas.  A German doctor, Dr Gerhaard Stalling had the idea of training dogs en masse to help those affected.&lt;br /&gt;&lt;br /&gt;In August 1916 Dr Stalling opened the world's first guide dog school for the blind in Oldenburg.  The school grew and new branches sprung up around the country.&lt;br /&gt;&lt;br /&gt;In 1930 , two British women, Muriel Crooke and Rosamund Bond set up training in England of the first four British guide dogs and three years later The Guide Dogs for the Blind Association was founded.  &lt;br /&gt;&lt;br /&gt;Since then the Association has gone from strength to strength and now works towards a common goal ; to improve the lives of blind and partially sighted people.  &lt;br /&gt;&lt;br /&gt;The commitment of the people who work for Guides Dogs is as deep today as it ever was.&lt;br /&gt;&lt;br /&gt;Guide dogs for the blind stands for freedom, dignity and independence. I feel strongly  in agreement about this and spoke at Conference to support the legislation.  Last year I spent a day in a class at my local school and was told first hand by the Head Teacher and staff of the&lt;br /&gt;benefits that smaller class sizes would offer .  The finest investment our generation can make is to give high quality education to our next generation.If we are successful each and every child will be given the opportunity to realise their own potential .  There is no doubt that smaller class sizes will be beneficial to a &lt;br /&gt;pupil's education.  The fewer pupils there  are, the more attention the teachers can give each of them and therefore improve their learning experience.&lt;br /&gt;&lt;br /&gt;As a business man, I also believe that a good education which smaller class sizes will deliver will set up the foundations for long term economic prosperity of Wales.&lt;br /&gt;&lt;br /&gt;I also truly believe that smaller class sizes will help reduce behaviour and crime problems.  Expert opinion confirms that children well taught and well cared for in their early years have a better opportunity to lead successful and rewarding lives.&lt;br /&gt;&lt;br /&gt;We all have the same vision as parents and teachers.  Many of our candidates are teachers themsleves.  We understand the daily pressures of teaching large sized classes.&lt;br /&gt;&lt;br /&gt;I believe that the Welsh Libe Dem class size policy is good for stability, good for staff and above all good for parents and children. The Labour party is caught in the light of the ongoing leadership explosion and its members dwindling by the day, have lost any reason or will to campaign. The Tories have been given by their new lead a public relations style shopping list of big ideas that have no philosophical roots. Like New Labour supporters before them, the Conservatives will find themslevesl selling their wares off a political barrow. Voters may believe they;ll get a bargain, but it is likely that the goods will fall apart as soon as they get them home.&lt;br /&gt;&lt;br /&gt;Our party has the ability and the determination to put together a radical and clear agenda for this country. Debates down for next weeks party Conference will not not eschew the tough subjects like tax reform, climate change and international law.&lt;br /&gt;&lt;br /&gt;Representativs at Brighton will have the opportunity to show that liberal Deomocrats are not just people with ideas. I believe that these proposals are the most progressgive launched by any party in recent history.  They are the result of 12 months work by the party's Tax Commission set up by the Federal Policy committee, made up of a cross section of the party members.&lt;br /&gt;&lt;br /&gt;The commission was asked to look at ways of reforming the tax system to make it fairer, simpler and greener. I believe we have achieved all three of these goals and put together credible and balanced package that we can campaign on and will be popular with voters.&lt;br /&gt;&lt;br /&gt;our proposals would lift two million people on low incomes out of direct tax altogether. We would reduce the burden on millions of households and individuals on middle incomes.&lt;br /&gt;&lt;br /&gt;Compared with our policy at the last general election  of a 50p rate on earnings over £100,000 , which raised approx £5 billion a year our new proposals envisage an annual tax  switch of £18 billion - without the need to raise taxation overall. We would raise the money by scrapping tax breaks for the very rich such as their pension contribution relief and capital gains tax relief, and by increasing green taxes so that polluters pay the price for degrading the environment.&lt;br /&gt;&lt;br /&gt;FAIRNESS LIES AT THE HEART OF OUR TAX PROPOSALS&lt;br /&gt;&lt;br /&gt;Our £18 billion tax switch comes on top of our pledge to scrap the unfair and unpopular council Tax and replace it with the local income tax based on ability to pay.&lt;br /&gt;&lt;br /&gt;The current system of taxations is not fair. The bottom 20% of households pay proportionately more of their income in tax than the richest 20%. There has also been a marked increase in wealth inequality since Labour came to power.&lt;br /&gt;&lt;br /&gt;Despite the rhetoric, levels of green taxtion unde Labour have been falling and these taxes are failing to achieve substantial behaviour change. The conservatives talk about the environment but aren't willing to mkae the tough choices necessary.&lt;br /&gt;&lt;br /&gt;CLIMATE CHANGE IS THE BIGGEST THREAT WE FACE.&lt;br /&gt;&lt;br /&gt;Therefore, central to our new proposals is an £8 billion emphasis on green taxes. this is designed to encourage cleaner, greener travel and living and discourage pollution and environmental damage.&lt;br /&gt;Gordon Brown has built up a vastly complicated tax system that puts an onerous burden on individuals and buinesses alike. Now DNA records do have a key role in the fight against crime - but that doesn't somehow mean  that anything at all done with DNA records is therefore OK.&lt;br /&gt;&lt;br /&gt;And there are some tough questions for Labour to answer about why they've built up DNA records far, far in excess of what is needed to help fight crime in other countries.&lt;br /&gt;&lt;br /&gt;Questions like;&lt;br /&gt;&lt;br /&gt;Why should the DNA records of innoncent people be kept indefinitely?&lt;br /&gt;&lt;br /&gt;How secure really are the records?  (The Observer recently pointed out that private firms have secretly been keeping DNA records that should have been destroyed - see http;//obeserver.guardian.co.uk/uk_news/story/0,,1821676,00.html).&lt;br /&gt;&lt;br /&gt;Where are the proper safeguards against mis-use of the data?&lt;br /&gt;&lt;br /&gt;And what is the explanation for a quarter of the DNA records being from members of the ethnic minorities whilst they only make up under one in ten of the overall population , is there really  no racial discrimination going on?&lt;br /&gt;&lt;br /&gt;That's why last week I launced a petition with Nick /clegg, our Shadow /home Secretary, against this over the top database. Of course, nobody likes paying tax, but the Council tax, because it has no link with people's ability to pay is the most unfair and the most unpopular.&lt;br /&gt;&lt;br /&gt;In around four or five months time, when Sir Michael Lyons, who was appointed by the Government to reveiw and make recommendations about Local government Finance, published his report, there may be a golden opportunity to get the Council Tax scrapped.&lt;br /&gt;&lt;br /&gt;It is for this reason that this summer we are re-launching our campaign to Axe the Council Tax. I read recently to my horror this particular Trust Board papers dated Monday 5th June, and I feel I must share my concerens and findings.&lt;br /&gt;&lt;br /&gt;The Clwyd Community Health Council  and the Welsh Assembly Government have stated that the consultation  time for any major changes in North Wales of hospital services will be extended to the 28th July 2006.&lt;br /&gt;&lt;br /&gt;But the Trust say in their service, change and efficiency plan (SCEP) scheme that the closure of HMS Stanley will save £1million pounds! And Abergele outworking of second care - saving £400k.What worries me is how can this be done before the Government's agreed deadline of 28th July or has the decision already been made?&lt;br /&gt;&lt;br /&gt;The SCEP scheme marked Strictly Private and Confidential on the website of the Trust for all to see shows savings of £11,720 million in two years with £7,120 million being saved in the first year. To save this amount of money in two years must be health care sucicide.  The local community healh council have writen to the Trust saying these savings can't be achieved in two years!&lt;br /&gt;&lt;br /&gt;Conway and Denbighshire Trust have been requested to make as many savings as possible in 2007 by the Welsh Assembly Government.  (The year of the Assembly Elections?)  Surely this is madbess and will stretch the health service to breaking point in North Wales.  The staff are already overworked because of the current recruitment freeze at Glan Clwyd but patients will carry on coming through the hospital doors.&lt;br /&gt;&lt;br /&gt;I appeal to the Health Ministers, Dr Gibbons, AM.  This whole situation needs to be carefully reviewed urgently. Financial decisions should not come before health and patient care. Yet we need to meet a much higher level of proof if we wish to extradite US citizens to the UK.&lt;br /&gt;&lt;br /&gt;Adding insult to injury, the Government hasn't even convinced the US Senate to ratify the treaty.&lt;br /&gt;&lt;br /&gt;The Liberal Democrats have been campaigning against this treaty for three years - ever since it was signed. We were the only party that voted against the extradition rules when they were brought into force.&lt;br /&gt;&lt;br /&gt;But the battle isn't over; the Nat West Three, to be extradited tomorrow , are only the tip of the iceberg. Many other extradion cases are in the pipeline, and will be decided under this unfair treaty unless the Government acts now.&lt;br /&gt;&lt;br /&gt;Thanks to today's debate and vote, the House of Commons has signalled its clear condemnation of the Extradition Treaty. This month the Vale of Clwyd branch of the Welsh Liberal Democrats has been relaunched. The event took place at a relaunch party at St Asaph Leisure Centre following an increase in members in the constituency.
